Tier 3 decorations are the most valuable and rarest to receive - so it can take a long time until you get the one you really want. To unlock the nine star tempered Kirin quest (Thunderous Rumble In The Highlands), successfully complete the story and reach Hunter Rank 49 to unlock it as a main assignment on the questboard.
